FITTER (CO, MT only) Natural gas is a foundation fuel for the nation’s clean and secure energy future. It is the cleanest burning fossil fuel and remains one of the most affordable home-heating fuels as well as having the ability to deliver high temperatures required for heavy industries. Modernization of facilities and maintenance efforts are critical to enhance efficiency, reliability, and safety for utility customers. There is significant oversight and regulations focused on the natural gas industry to help ensure public safety. The U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) sets federal safety standards for pipelines that guide the work contractors are required to do. Journeymen perform these duties primarily outside and in conditions that can be challenging. The occupation can also require extensive travel. The Fitter Apprenticeship Program is designed to develop Journeyman over an approximate two-year period through both on-the-job (OJT) and classroom training. OJT work hours are obtained through employment with a member contractor. Apprentices will work with Journeymen to inspect natural gas distribution lines; perform regular maintenance and repairs; perform preventive maintenance; and install new natural gas infrastructure. The apprentice is expected to conduct all job duties with safety as the number one priority, by participating in and promoting a culture of safety and compliance with policies and procedures. The apprentice needs to be able to work well with others including utility employees and utility customers. The apprentice must possess the ability to accept changing priorities in work assignments and must be willing to travel. Apprentices will be expected to complete Online coursework, attend structured classroom training, and maintain all required certifications. Classroom training is typically held one weekend a month on Saturday and Sunday. Apprentices may advance every six months if all requirements have been met. Apprentice pay is determined by Step and calculated by a percentage of the Journeyman rate as outlined in the respective Collective Bargaining Agreement. Apprentices entering the Training Program having a CDL will start at the Step 2 wages. SUBSTATION TECH (UT, ID, WY, CO, MT) Electrical substations and switchyards are an essential part of the electrical grid that supplies power to consumers wherever and whenever it is needed. Well-trained, high-quality Substation Journeyman are needed to build, maintain, and monitor the equipment inside a substation to ensure utilities can provide reliable power to its customers. The Substation Apprenticeship Program is designed to train and supply competent members of the IBEW (International Brotherhood of Electrical Workers) to our NECA Contractors (National Electrical Contractors Association). Substation Apprentices will earn while they learn, meaning they will get paid while receiving on-the-job training. To gain the on-the-job work experience needed Substation Apprentices will be required to travel to various locations throughout the country, and possibly be employed by multiple contractors. On the job training will focus on topics such as foundations, grounding, fencing, layout and planning, steel erection, wiring, bus welding, conduit installation, transformers, and other functions needed to become a competent Substation Journeyman. This work will be performed outside in all types of weather. Substation workers are required to work in trenches, at heights, and be physically able to perform the work. As a Substation apprentice, attendance will be required at all related training, certification, and qualification classes. All course material must be completed as scheduled. The training received will enhance the opportunity for success in the electrical substation construction industry. wages The apprentice’s hourly wage is based on a percentage of the negotiated journeyman’s wage. Outside lineman (UT, ID, WY, CO, MT) Apprentice linemen learn to build and maintain the electrical power line systems. They work in an industry that builds the entire job from start to finish. The activities of a Journeyman Lineman are diversified and non-routine. An apprentice will learn and master many skills and will have the satisfaction of working with a team to complete a project. The duties of the apprentice lineman often include, but are not limited to, assembly and erection of metal towers and wood poles along with the installation of footings, hardware, conductors and other related equipment. Performing work on conductors, underground cables and related electrical apparatus possibly energized at voltages up to 500,000 volts. Climbing, lifting, hoisting and pulling, while installing or repairing equipment, often at considerable heights. Physically demanding work on all kinds of terrain in locations inaccessible to mobilized equipment. Work in extreme weather conditions, from freezing blizzard conditions to temperatures over 100 degrees. The program generally takes about four years to complete and may require extensive travel. It consists of a minimum of 7,000 hours of on-the-job training and related instructional classes, held quarterly on Friday, Saturday, and Sunday. Apprentices are assigned to a full time job and earn wages while learning the trade. No compensation is given for related training. FAQ for Apprenticeships 01 What is an Apprenticeship? Apprenticeship is an age old training strategy that combines supervised, structured on-the-job training with related theoretical instruction. It is generally accepted as the best training method for certain occupations. Registered programs offer apprenticeships in over 700 occupations. The training program is sponsored by employers or labor/management groups that have the ability to hire and train in a work environment. An Apprenticeship prepares people for skilled employment, with the content of the training defined and dictated by the needs of a particular industry. Apprentices are full time employees. Wages are paid to participants during on-the-job training phase. Wages increase as progress is made in the program, in accordance with the predefined wage progression scale outlined in the indenture agreement. Apprentices become productive members of society, contributing to local and national economies through taxes paid to governmental agencies. Participants learn by working directly under the supervision and tutelage of masters in the craft, trade or occupational area. Qualified, competent journeymen stand ready to teach deserving apprentices. A typical apprenticeship program spans 4 to 5 years with a minimum of 144 hours of related instruction per year. The program requirements are clearly delineated in Federal and State laws and regulations. A registered apprenticeship requires that a signed, written agreement (indenture) between the sponsor and apprentice be negotiated. The apprentice agrees to perform the work faithfully with diligence and to complete the related course of study. The sponsor agrees to make every effort to keep the apprentice employed and to comply with the standards established for the program. This legal contract insures quality training on-the-job and in the classroom and leads to a certificate of completion and journeyman-level status. These credentials have explicit meaning, recognition and respect in the eyes of Federal and State governments and relevant industries. 02 What does indenture mean? Indenture is a formal agreement that someone will work for someone else for a particular length of time, especially in order to learn a job. 03 What are the career opportunities? Opportunities for advancement abound in the electrical industry. New technologies are opening possiblities unheard of just a few years ago. In response to the ever expanding global economy, industries scramble to find more efficient energy and communication systems. The men and women trained through Mountain States programs are up to any challenge. They are confident, competent individuals. Most graduates continue to work in the industry in some capacity. Many hold management positions, others are successful business owners. Your career is limited only by your level of enthusiasm. The Logical Career Path: -Entry Level Worker, Student or Career Change -Apprenticeship -Journeyman -Instructor or Safety Trainer -Foreman, Supervisor or Business Agent -Superintendent, Engineer or International Rep -Business Owner, Utility Executive or International Officer 04 What makes a good candidate? A good candidate is one with a record of having done well in school, especially in math and science; one who has demonstrated reliability and a sincere desire to succeed; and one who has a positive attitude and a desire to work hard. 05 What is the application process? Mountain States Line Constructors Apprenticeship and Training accepts applications to the apprenticeship program year round (unless indicated otherwise under apprenticeships). Those who return completed applications and the requested supporting documentation are invited to an oral interview. The best way to apply for the Apprenticeship is to fill out our online application. You will receive a personal and secure online account. The online account allows you to finish your application in a timely manner, submit it and review your status. You have 30 days to complete your application. You will receive an email notification once your application has been processed and that your name has been added to our "invite to an interview list". Every Applicant that submits an application will get invited to an interview. Interviews are conducted every other month when the Committee meets. Because of these reasons, the time frame between receiving this confirmation and being invited to an interview can take months. We appreciate your patience. When an interview date opens up, our office will notify you via email and text message from the information you provided on your application. 06 Is there a fee to apply? MSLCAT charges a $25.00 service fee in order to process your online application. MSLCAT has a "No Refund/No Return" policy. All sales are final. 07 Do you have to reside in one of our 5 states to apply? No, we accept all applications no matter what state you reside in. 08 What is the interview process? Interviews are held regularly at our three training centers located in Utah, Colorado and Montana. Interviews last approximately 15 minutes. The Committee interviewing you is made up of representatives from the Local Unions and Contractors. Each committee member will give you a score from 0 to 100 based on your application and everything they learn from you in your interview including your background, interests and attitude. Those scores are averaged and slotted into an ongoing ranking list that contains all previously interviewed applicants waiting to be invited to an orientation. The highest ranked applicants, starting with the #1 spot, are invited to an orientation first. Not all who interview will be invited. Higher scores are placed at the top of the list regardless of how long other applicants have been waiting. Your score will stay on the list for a period of two years. 09 What if I don't like where I placed? After 1 year from the date of your initial interview, if you have gained at least 500 hours of work experience in the electrical construction industry, successfully completed Line School or obtained industry related certifications, you may request to be re-interviewed to improve your score. If a re-interview is granted, the resulting scores will supersede any previous scores. A request form, found under DOCUMENTS on our website, needs to be filled out and sent to the office. 10 Why does my ranking number change? The list fluctuates as applicants are added (interviews) or removed (orientation, indentured or expired after two years). 11 What happens after the interview? Outside Line / Substation Tech Before becoming an Apprentice, you must first be invited to attend a three to five day unpaid Orientation training. Orientations are held on a as needed basis and is a continuation of the interview process and not a guarantee of an apprenticeship. The orientation is an extension of the interview where applicants are evaluated both in the classroom and the field. The classroom portion will include a review of MSLCAT’s policies and procedures, hazard awareness, classroom and homework assignments, first aid and CPR training, a math skills evaluation and other required training. Field exercises will include rope craft such as knots and splices, climbing wooden poles and other practical tasks. Applicants must complete all aspects of the orientation in order to be placed on the ready to go to work list. 12 How long will the apprenticeship take? The Outside Lineman program is setup as a 3 1/2 year apprenticeship. There is a minimum of 7,000 total hours of on-the-job training. The Traffic Signal program is setup as a 3 year apprenticeship. There is a minimum of 6,000 total hours of on-the-job training. The Substation Tech program is setup as a 3 1/2 year apprenticeship. There is a minimum of 7,000 total hours of on-the-job training. The Fitter program is setup as a 2 year apprenticeship. There is a minimum of 40 competencies. However, each individual completes at a different time. Some apprenticeship periods last longer due to layoff periods. 13 How do I find a job? It is the JATC's responsibility to place apprentices with employers. Our goal is to give each apprentice a broad area of work experience within the trade and to keep everyone employed. Refusal of employment may be cause for cancellation. Outside Lineman / Substation Tech Covers a five-state area including Utah, Colorado, Montana, Idaho and Wyoming. An apprentice must be prepared to work and travel anywhere within these five states. It is not uncommon to drive 30,000 to 50,000 miles per year commuting for work and school. Traffic Signal Travel is within Colorado. If you feel your previous work experience warrants credit towards your apprenticeship, you receive an opportunity to request credit the day you are offered an apprenticeship. 20 Can I get college credit? Mountain States is able to process requests for college credit for the graduates of the Outside Line and Substation Tech programs. College credit is awarded by the American Council on Education through a program established by the NJATC. Those who have successfully completed the program will be awarded semester credit hours. These can be applied at over 1,500 colleges and universities which accept the ACE credit recommendations.

FITTER TRAINING PROGRAM (COLORADO ONLY) Natural gas is a foundation fuel for the nation’s clean and secure energy future. It is the cleanest burning fossil fuel and remains one of the most affordable home-heating fuels as well as having the ability to deliver high temperatures required for heavy industries. Modernization of facilities and maintenance efforts are critical to enhance efficiency, reliability, and safety for utility customers. There is significant oversight and regulations focused on the natural gas industry to help ensure public safety. The U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) sets federal safety standards for pipelines that guide the work contractors are required to do. Journeyman Fitters perform these duties primarily outside and in conditions that can be challenging. The occupation can also require extensive travel. The Fitter Training Program is a certification program designed to develop Journeyman Fitters over an approximate two-year period through both on-the-job (OJT) and classroom training. OJT work hours are obtained through employment with a member contractor. Trainees will work with Journeymen to inspect natural gas distribution lines; perform regular maintenance and repairs; perform preventive maintenance; and install new natural gas infrastructure. The Trainee is expected to conduct all job duties with safety as the number one priority, by participating in and promoting a culture of safety and compliance with policies and procedures. The Trainee needs to be able to work well with others including utility employees and utility customers. The Trainee must possess the ability to accept changing priorities in work assignments and must be willing to travel. Trainees will be expected to complete Online coursework, attend structured classroom training, and maintain all required certifications. The online coursework is proctored at the training center. Classroom trainings are typically held one weekend a month on Saturday and Sunday. Trainees will enter the program as a Trainee Step 1. Trainees may advance every six months if all requirements have been met. Trainee pay is determined by Step and calculated by a percentage of the Journeyman Fitter rate as outlined in the Colorado Statewide Bargaining Agreement. Trainees entering the program with a current CDL will start at Step 3 wages. Line Clearance is maintenance of a power line right of way intended to prevent interruption of service to customers. A line clearance / tree trimmer engages in a variety of tree care operations which include, the performance of tree pruning, trimming, repairing, maintaining, removal, or brush cutting. Much of this work is done in the vicinity of energized, high voltage power lines. An individual working at this trade must remain alert, and aware of the extreme hazards associated with such work, at all times. Trimmers use both powered and hand tools, some insulated to prevent electric shock. The use of bucket trucks and heavy equipment is common. Ropes and rigging are also tools of the trade. They may work for residential or industrial customers, but most often work on utility properties. Line Clearance / Tree Trimmers work almost exclusively out of doors, and very often in inclement weather. Their work includes clean up operations during and after storms and other natural disasters. They must be willing to travel between cities and often to neighboring states. The work of a tree trimmer includes heavy climbing and lifting. It is quite strenuous and is usually performed at great heights. Tree trimmers must display physical agility and coordination. They should be stable, dependable, cooperative, physically active, and have a well controlled temperament. Interests in out door activities and a mechanical aptitude are conducive to this occupation. Good communication skills are imperative as is a "team work" attitude. A heightened awareness of environmental issues, and the increasing population of the western states gives this occupation a good outlook for employment opportunities. Work can be sporadic in some areas. Steady work is likely for those willing to relocate.
